I get this, also, mostly in Craglorn and it also started around June 8th or so.

Summerset officially launched June 5th with many backend changes to support multi-core CPUs to enhance graphics. It could be this having issues for you.
I still think a lot of this may be because you may not have "vertical sync" turned on. You should check that. Higher FPS is worthless without it being smooth due to screen tearing.

I don't know about the OP but I always play with vertical sync turned on. And on PC the Summerset released the end of May (forget the exact date), not June 5th.

You really need vertical sync enabled unless you have a gsync or free-sync monitor.
This really really looks like some parts of the screen are refreshed while others are not so you see object from previous frames in the new frames. This would be most common when turning the camera or moving in any other way.
